With Freeze's Whirlwind, characters are turned into ice with itr/kind: 16 and the whirling also part of itr/kind: 16. So if you want to create an alternative, you just have to find a solution for the itr/kind: 16 - the rest don't have to be changed.
First, change "dvx" and "dvy" so the character doesn't fly too high or too low. Second, add effect: 22 - the fire effect. That's all.
