changing the id for random and hiding characters

from what i know, random will select characters using the ids 1 to 29. is it possible to change this range? i need 1 to 29 and 71 to 99.

also i would want to hide more ids. the default is 30 to 39 and 50 to 59. i need 30 to 70.

i do not really knows how hex works. it would be good if someone could explain step-by-step, or posting the edited exe file would be good.
