Easy solution without saves and HEX:
Warning, you'll lost all progress when exit:
Sooo...
Stage mode: bandits etc.
boss, which drops special bottle
you drink. You die.
state: 18 ball appears and transforms you into the same char with another powers
text "NEXT LEVEL!" appears.

Doubts: It could only work in Stage.
You'd have to do it again every time you exit LF2.
You'd have to create a LOT of characters, which can be choosen by cheats.

Another idea? No? So HEX only...

The thing that you're planning to do requires much knowledge which few (if not nobody) people actually possess. Therefore, I fear that this idea will encounter serious problems in regard to its realization...

I'm afraid there's no one who can do this... or I underestimate some HEX-ers
