The double post merging thingy only smashes comments together if they're less than 24 hours apart from each other. In this case.... well, it's already answered :P

its to update the hole thread, so that other people see theres something new. For example if you did some new sprites for your project and want the others to notice.

actually it's good in some threads like the example azriel gave - news after a long time, if they update the thread they update a post made one month ago - nobody will recognize.
The tool we have is to avoid spamming into one thread :P
