The 3rd character and final made by the old phpBB forum legend -- Regan. By the standards of that time, Devin was considered to be a completely original character, though the sprites are only a Jack's head on a Firen's body. However, it is universally recognised that his moves are all original and filled with zest. Devin proved to be very influential for at least 2 years as many directly or unintentionally made similar moves. He is still one of the most well balanced modded characters around with many combo possibilties.
